1. Description of Services
PPay.ro sells electronic top-ups and digital vouchers for mobile phones and Focus Sat services. These are intangible digital goods, delivered exclusively electronically, by email. The services are aimed exclusively at end consumers in B2C mode. Companies and legal entities are not accepted; attempts at commercial use will result in transaction cancellation.
By accepting these terms and making the payment, the customer confirms that they wish for immediate execution of the contract and expressly waives the right of withdrawal.
2. Order Process and Delivery
The customer selects the product and the value, enters correct data, completes the payment, and the top-up code is sent by email after payment verification. Incorrect data provided by the customer does not entail operator liability. Email delivery proof and server logs will be used in any dispute.
3. Prices and Payment Methods
Prices include VAT. Payments are accepted via BTC Pay Server (Bitcoin, Lightning Network, Litecoin, etc.). Alternative payments processed through third parties are not the operator’s responsibility.
4. Refund and Cancellation Policy
Products are intangible digital goods, non-returnable under consumer law. Once the code is delivered by email, refunds are not granted, regardless of reason.
Rare exceptions include double payments or impossibility of delivery due to the Site’s fault. Refunds are processed in the same cryptocurrency, minus network fees, within 7 days at most.
5. User Account and KYC Verification
Initial use does not require an account. For large volumes (over 999 EUR/day cumulative, or a single order over 999 EUR), KYC verification is mandatory by providing identity documents, in line with European AML and GDPR regulations. Refusal of verification may lead to access suspension.

6. Usage Limits
The service is for exclusively personal, non-commercial use. Without KYC verification: maximum 999 EUR/day cumulative per customer (per email address), maximum 999 EUR per single order, maximum 100 orders/day. KYC-verified accounts benefit from increased limits – see the AML/KYC Policy.
The operator may unilaterally refuse, cancel, or suspend transactions if it judges them to be commercial or abusive (suspicious repetitive patterns, multiple accounts, attempts to bypass limits). Bypassing limits leads to suspension and AML reporting to the competent authorities.
7. Cryptocurrency Payments
Cryptocurrencies are accepted via BTC Pay Server. The risks of volatility and wallet security are fully borne by the customer. Blockchain network fees are borne by the customer.
8. Legal Use and Prohibitions
Products may only be used for lawful purposes. Illegal activities, money laundering, unauthorised gambling, and fraud are prohibited. We monitor and report suspicious transactions to the competent authorities (ANAF, Police, National Office for the Prevention and Combating of Money Laundering). The site does not promote anonymity or tax evasion.
9. Liability and Risk
PPay.ro is not liable for incorrect data entered, improper use of codes, or losses from cryptocurrency volatility. The customer is responsible for the security of their wallet, email address, and own data.
10. Intellectual Property and Force Majeure
Content belongs to SC. Digital Payments Srl. We are not liable for delays caused by force majeure (network errors, cyberattacks, uncontrollable events).
11. TOS Updates and Applicable Law
The terms may be updated at any time. Continued use implies acceptance of the new conditions. Romanian and European Union law applies. Disputes are resolved preferentially amicably, otherwise in the competent courts of Bihor county. EU consumers have the right to complain to ANPC.
